Why it isn't a bug? Players can use it! Throw three Grapples at the three different objects. If you've thrown rightly, you would reach the second point after reaching the first. And so on. I think, this feature may be abused.

That's the beauty of it I know another version of Pudge Wars has made it like Meat Hook, so you can only have one at a time.
